I know what you mean and you are correct to do the 20 win mission on either team is fine but after the 20 wins is what he seems to be taking about. When the mission is done the chain will only give you a buff if they on the opposing team.
Now if you can no start the mission that means you are missing one of the units to complet it who might be what he means with the lucian porblem.

you can complete the chain by winning matches on the same or opposing team with a character that matches the chain character condition. However, in order to activate the nemesis chain, the players have to be on opposing team.

well there are 2 reasons 1 you never owned the player or 2 it is a bug.
If you can see the dale in your player book then it is a bug and I would advise taking a screenshot of the problem and submitting it here https://forum.com2us.com/forum/main-forum/soccer-spirits/beelzebub-s-bugs-board

In COT that require you to only use 4* or lower player can I use say....5* ST ed Noa ?

Yes you can use your 5* noa. Just has to 4* or below at base.

 

@xeint exacly like @Sayano said as long as the original star lv is 2,3,4 you can use them even if you 7* them. A good way to get some players for that cot is to do the rival matches since it is quite easy to get a msup 4* like that. The ardor rival passer and ww Gk are quite good too.
